It's All About The Scandals, Baby
Kevin Drum asks the right questions:
here's a broader subject to consider: why was Shaha Riza required to leave the World Bank in the first place? Answer: because World Bank rules don't allow couples to work at the Bank if one reports to the other even indirectly through a chain of supervision. Since everyone reports to the president, that meant she had to leave.
But is this an obsolete rule? The fear, obviously, is that Wolfowitz would display favoritism toward Riza, and just as obviously that's a legitimate fear. But why is this an issue only for couples? After all, when Wolfowitz took the job he brought along with him two buddies from the Bush administration, Kevin Kellems and Robin Cleveland, both of whom were offered high-paying jobs despite their lack of any particular relevant experience. This raised eyebrows at the time, but that was all. Their employment contracts were duly approved despite the fact that they were close to Wolfowitz and were plainly people to whom he'd be likely to show considerable favoritism in the future...The "couples" rule probably affects women disproportionately by a factor of ten at least, and I wonder if it's finally time to think about whether it's obsolete. Favoritism ought to be scrutinized, but why should Riza have been scrutinized any more than Kellems and Cleveland?
Folks in Washington spend a lot more time clamping down on the appearance of scandal than the actual forces that lead to poor performance and wide corruption. This, of course, is because the press reports on the appearance of scandal, rather than poor performance and wide corruption. Here you have Wolfowitz, a primary architect of the catastrophic Iraq War who was elevated to the World Bank, came flanked by cronies, and proved himself imperious and disconnected from the bank's operations. You heard, of course, about none of this; not until a whiff of easily-explained patronage drifted past the press corps.
And it's not just Wolfowitz: Edwards is a hypocrite because he has an expansive poverty platform and a big house. If you wanted to search for actions at cross-purposes with his rhetoric, scrutinizing his Senate record, or examining his post-election decision to work for a hedge fund, might actually turn up some real questions, rather than superficial examples of poor political judgment. But no; Big house, haircut. Hillary, meanwhile, employs a top strategist who heads a company with a unionbusting division, but the knock against her remains that she's cold and calculating, rather than stupidly loyal to a small inner circle of committed advisors and surrounded by individuals who seem deeply out of step with her party and professed ideals.
In the end, if the press actually reported on poor performance and enlarged incompetence into a scandal, then institutions would protect against incompetence. In fact, performance is not a metric the press is particularly interested in, and so not a vulnerability for image-conscious leaders or organizations. What they need to watch for are soap opera scandals and easily digested misjudgments.

True nuff about the sudsy stuff... However, a number of conservatives have pointed out that the World Bank seems to have enforced this "no partner" rule just for Wolfowitz - Riza cited two other cases in her defensive letter of other couples where both were allowed to stay. Those kind of "no couples" rules are getting more complicated as more women stay in the workforce and rise to senior positions (and as the work world doubles more and more as the place where people meet). And it's a little bit of a stretch to say that there's nothing to the "haircuts and houses" discussion with Edwards, or that Hillary's "cold and caluclating" issues aren't really issues; they are. Who Hillary hires - despite all the agita over Mark Penn - is really her own concern, and as long as Penn does his job for her, it's hard to see what's the problem there (at least to me, despite all the lather over at TAPPED). And Edwards needs to face up to the unqiue dilemma of being a wealthy advocate for the working poor - appearances do matter, and his mistakes suggest a neophyte quality that won't help him in the elections. He really should know better. As much as "scandal storylines" are overplayed in the press, it doesn't change the fact that there are underlying issues in these stories that have weight and do matter. The problem of how the press covers them is just an additional issue.

"Who Hillary hires - despite all the agita over Mark Penn - is really her own concern"
She wants to be my president--I say it's my concern too. As far as the Edwards thing goes, the only reason it's a dilemma is because the media has this bad habit. Let's face it, his haircut and his house size have nothing to do with his committment to fighting poverty, and we should punish institutions that attempt to link the two.

So wait, if Edwards being rich and campaigning for the working poor is an actual issue, what are his options? Give away all his money before running on a platform to change the way government works as a way to benefit the poor? Not run at all and just get used to being rich and, well, the poor can screw off? It's only an issue because it's an easily digested storyline to make people look thoughtful without addressing any actual issues relating to the welfare of the country or its citizens.
As to Hilary, who she hires may not be a real issue, but who she takes advice from when making policy sure does. If he's going to have sway on the decisions she makes as president then it's obviously an issue for the public.

Sorry, Ezra, incompetence isn't something that is factual enough to be the regular subject of reporting - except to the extent that incompetence leads to missed objectives, cost overuns, etc, which then becomes news worthy as factual items.
Most of the incompetence in managers is shown in day to day interactions with other managers, top management or (most frequently) in poor managerial skills. Less often do we see the Bush-level, DHS-level (FEMA Brown) outright failure to perform.
For those who think that who the cose advisors are to political/governmental figures doesn't matter, just consider Bush/Rove, Rumsfeld/Feith, Bill Clinton/Dickish Morris, Rumsfeld/Wolfowitz.
Sure Hillary can hire who she likes. But we are perfectly in line to consider how those hires/advisors will affect her, and what her choices say about what she is trying to do now and what she will likely do later.
In my mind, there is nothing out of line with a Pres. candidate haveing a mix of progressive and centrist advisors and pollsters (polls are politcal from the get-go). The problem is handing over the supreme counselor position to a person who has views that are clearly not the mainstream of the Democratic party (whatever that is, it is not pro-corporate, pro-war).

Riza had a regular World Bank job, Wolfowitz's cronies were specifically political appointees and acknowledged as such.
Now, the lax standards we have towards political appointees is appalling, but there really are different rules for the civil service than for temporary political appointees.

Ezra - rumor has it that What's My Age Again? might have some relevance to you today.

Ezra, I'm surprised. It should be relatively apparent that if the press were to report on substantive criticisms rather than fluffy ones, they could cause themselves all sorts of problems. I mean, think about it. What if they set the precedent that conflict of interest was a serious matter that needed to be investigated? Suddenly all of Washington's dirty laundry would be fair game!
Do you really not think that the DC press corps don't know that their number one job is to keep up the impression that everything is as it should be? And, honestly, who's to say that's wrong? Civic order is important, and it is severely undercut by going after the paragons of civic virtue. Just because most/all of the people at the top of the pile are craven bastards who skim from the top and play both sides of the game does not mean we should try to take them all down. And if we went after one, we'd have to go after more, right?
People are prone to witch hunting. Maybe celebrity tabloid-style political coverage has its roots in civic pragmatism.

In the end, if the press actually reported on poor performance and enlarged incompetence into a scandal, then institutions would protect against incompetence.
In the private sector, it's handled by audit.

Fred: "Enron." That is all.
