Hackin' and Iraq'n
I mentioned the other day that the Bush administration's tendency to prioritize loyalty over competence has been at least as damaging to the government as their crazed fiscal management. So I'm glad to see Tom Friedman suggest that his audience read Rajiv Chandrasekaran’s Imperial Life in the Emerald City "details [as to] the extent to which Americans recruited to work for the Coalition Provisional Authority in Baghdad were chosen, at times, for their loyalty toward Republicanism rather than expertise on Islamism." Two CPA staffers, for instance, were asked whether they supported Roe v. Wade, assumedly because Iraqis are really concerned over whether the American Constitution includes an implicit right to privacy.
It's tolerance for this sort of politicization of the bureaucracy that I find most enraging about the modern GOP. I can respect disagreements over abortion, taxes, Iraq, and all the rest. I'll fight to win them, but I grant that they're often offered in good faith and real conviction. But part of taking seriously the Republican argument on Iraq is believing that they want our mission their to succeed. And that desire is utterly incompatible with a tolerance for croneyism and the appointment of politicized hacks. That the Bush administration's actions with the CPA never elicited a cry -- much less a hue! -- from the Right is truly distressing.

I was glad to see it too. I use parts of Emerald City in my undergrad class, & students cannot believe that crap. Great book, criminally irresponsible administration.

I don't see why you are surprised by this, the modern GOP doesn't stand up and decry the kick backs, etc that they themselves are receiving. A primary reason you politicize the bureaucracy is pressure from the party establishment.
To the extent politicization is limited, it because the administration itself resists the demands of the party because they see some countervailing reason to do so. Bush and Co. don't see such a reason and thus politicization runs unchecked.

A friend of mine just took a job in the Bush administration. After he'd been hired, he learned that someone in their personnell office had called one of his references and asked them if my friend "felt personally loyal to President Bush." The fact that he'd never did any campaign work for Bush or wasn't a registered Republican had raised some red flags. In any case, he thought it was kind of strange.

Was this a political appointment or a job in the civil service? It seems that most all of those political jobs go to people who are members of the party in power and helped out with the campaign of that president, so I can't say that this sort of background check would be that unusual.
If this was some kind of civil service staff position, then that would be a different matter.

The CPA was brought to us by the same producer/directors that are bringing us Monica-gate II in the DoJ.
I think we will find that not just the upper level policy positions are filled with ideologues, but several levels of civil service - all over the federal executive/administrive apparatus. How those nests of political-hackery-driven incompetence in the civil service will be cleaned out in a future administration is not at all clear to me. We may need some de-Baathification of our own, but legally/procedurally there doesn't seem to be a cure without some laws of temporary effect to allow close scrutiny and expulsion if needed of those hired in the era of BushCo party-totalitarianism.

Perhaps if the Democrats realize the extent of the problem they can go on their own campaign to "streamline" government and do a good old-fashioned (although desanguinous) purge of the bureaucracy. Some lessons are too good not to be learned, no matter their source. Even with their impressive loathing for our Dear Leader, the electorate still has plenty of hate left over for Congress and the federal civil service, and the more they learn about the systemic corruption of this administration, the less resistance the Dems will have to bureaucratic "reorganization." It needn't even be overtly partisan; a review of basic qualifications - even a simple verification of credentials - would be enough to oust the overwhelming majority of the worst Bushite hacks. Performance standards would be sufficient to flush out the rest.
