BREAKING: The Bush Administration Plans Total Withdrawal

It's all well and good to talk about the Defeatocrat plans, what with their regional redeployments and plans to retain skeletal civic support and special forces in Iraq, but if you want some real anti-war sentiment, you got to check out the new Bush administration budget projections:

Their request, for the first time, attempts to show the true cost of the wars in Iraq and Afghanistan in the coming fiscal year, $145 billion, but includes just $50 billion for fiscal 2009 and nothing thereafter.

And nothing thereafter. So in fiscal year 2010, the Bush administration is officially projecting that we will not have one troop, not one civil servant, not one installation or falafel receipt or Halliburton disbursement in Iraq or Afghanistan. There will be a total withdrawal, with absolutely no associated or lingering costs. Or, at the least, the administration will request, and expects Congress to grant, a complete cutoff of all funding for the war. Now that, ladies and gentlemen, is political courage. Well, political courage, or an attempt to cook the books so our fiscal situation looks better than it really is.

...not one installation or falafel receipt...

Don't you mean loofa?

Posted by: The Liberal Avenger | Feb 5, 2007 11:46:34 AM

Nobody said anything about withdrawal. Patriotic Americans will volunteer their time and money to serve

Posted by: cactus4321 | Feb 5, 2007 11:48:50 AM

Timelines.....timelines.....timelines...

but but the enemy will just lay and wait until that date and then strike.......pfft

I am going to love to see how the RW establishement will get out of this one....

even David Brooks yesterday on This Week lamented the fact that Hilary Clinton proposed a "timeline" of January 21st 2009....what will he say now....

Posted by: lib4 | Feb 5, 2007 11:50:49 AM

Hmm. Do they admit cowardice or admit "creative accounting"? Grab the popcorn, kids, we are about to see some serious outside-the-box reasoning.

Posted by: scarshapedstar | Feb 5, 2007 11:58:40 AM

Look, there are only three options to explain this:

1) These numbers are accurate. The Bush administration plans on cutting funds to the troop in the field. You can't run a war without money, and they intend to ramp down our presence in 2009 followed by complete withdrawal by 2010.

2) This is a mistake. The Bush administration, known for their foresight and fiscal accuracy, would never suggest that we should anticipate cutting off funding for the troops. We should plan for at least a worst case scenario. Our task of establishing democracy and freedom in Iraq may not be complete by 2010, and we should appropriate the funds to support the effort. They simply made an oversight and a correction is coming soon.

3) This is deception. They have no intention of ending the war by 2010. They are simply cooking the books to make the fiscal picture look better than it really is.

Gee, I wonder which of the three options is most likely?

Posted by: CKT | Feb 5, 2007 12:03:36 PM

You left out

4) They assume the new administration that takes office in January, 2009, will clean up their mess and get our troops out of Iraq within its first year.

Well actually the correct answer is pretty obviously 3) cooking the books.

FY 2010 starts Oct 1, 2009, right? So the last soldier leaves Iraq/Afghanistan on 9/30/09, bound for Iran, no doubt.

Posted by: ShaneBakerNC | Feb 5, 2007 12:08:53 PM

President Bush to House Democrats on Saturday:
"I welcome debate at a time of war and I hope you know that. Nor do I consider a belief that if you don't happen to agree with me, you don't share the same sense of patriotism I do. You can get that thought out of your mind if that's what some believe."

President Bush on October 31, 2006:
"However they put it, the Democrat approach in Iraq comes down to this: The terrorists win and America loses."

For the history, see:
"Bush Denies GOP Treason Label for Democrats."

Posted by: AngryOne | Feb 5, 2007 12:09:25 PM

5) By 2010, Iraqi oil reserves will be the absolute property of the US and the war will pay for itself.

Posted by: ajay | Feb 5, 2007 12:18:29 PM

Maybe they figure with another Clinton in the White House, in two year's time fiscal sanity and a functioning economy will return and the deficit will disappear.

Posted by: bartkid | Feb 5, 2007 12:24:58 PM

This is good news for Republicans.

I think.

You all forgot the obvious. It smells like... Victory!

Posted by: Bob Jones | Feb 5, 2007 12:48:14 PM

Well, duh.

The power center behind this Administration will no longer have their Boy King with which to rob the American people of wealth. They were and are able to funnel billions of dollars to their companies and support structure, all under the guise of the "War on Terror." They won't have that gravy train anymore when Bush leaves office.

It is, and always was, about money.

Posted by: terraformer | Feb 5, 2007 1:02:36 PM

No no no, you misunderestimate Bush yet again.

By 2010, the oil in Iraq will be flowing as freely as the blood, and with the profits (that is, the small portion that isn't skimmed off by the Western oligarchy) the Iraqis will actually PAY US to occupy their country--full-boat!--so not one dollar will have to be plucked from our pockets from then on until we leave the Middle East, oh, sometime around 2310.

Sheesh. And yet you doubt.

I like this comment from the piece cited:

"Raising taxes . . . won't help balance the budget -- it will slow the economic growth that is creating the new jobs of tomorrow and increasing revenue to the federal government," House Minority Leader John A. Boehner (R-Ohio) wrote in an essay distributed yesterday by his office. "Keeping our economy strong and promoting fiscal responsibility will get the job done. Raising taxes won't."

You may recall how Clinton raised taxes at the start of his Adminisitration, and the terrible awful economic consequences that followed...

Posted by: Phoenician in a time of Romans | Feb 5, 2007 3:33:32 PM

"that is creating the new jobs of tomorrow"

Yeah, right. Like all of those great jobs at McDs, Burger King, Dunkin, etc. These are about the only jobs that can't be outsourced to India or China!

Posted by: CParis | Feb 5, 2007 5:20:56 PM

I am going to love to see how the RW establishement will get out of this one....

Simple: by not being asked about it by any member of the MSM. As evidence, I note that exposure of the chicanery appears at econobrowser, while the linked Washington Post article fellates the Bush administration and its tax cuts like crazy. (I haven't been to Professor DeLong's site to see if there's a "Washington Post Death Watch" about this, but I'll bet there is.)

Posted by: mds | Feb 6, 2007 12:43:01 PM

So Bush proposes defunding the war and virtually nobody notices or cares ... or takes note of the political opportunity?

Why aren't the Democrats seeking to enact this now? Forget non-binding resolutions -- Let's take Bush's proposal and put it to a vote now.
