So uh, what do you do when you leave your wallet in a cab?

Do you have a phone number for the cab company or the cab itself? Calling that and telling them what happened would probably be the first step. Then they'd find some way to get it back to you, I hope.

I don't know which cab company it is, and my best guess said they can't help till lost and found opens on tuesday because I didn't, wonder of wonders, take down the cab's number.

Sorry to hear it, but you'd better get on the phone and cancel all your credit cards, bank cards, etc pronto.
I left my cellphone in a cab once & within 12 hours some drug dealers in Oakland had gotten it & were making calls.

You cancel all your credit cards, get new IDs, and then, four months later, someone finds it on the side of the road with the cash gone but everything else intact.
At least, that's what I did.
But that was Chicago. I don't know what you wierdos do in DC.

I just have to keep the location of my time travel machine a secret so nobody tell anyone that it's parked the IKEA in Atlanta, disguised as a Delorean.

Practical answer: you use your passport to get into bars and ask your friends to buy you drinks. Sounds like you could use one.
