Cassandra Was Right

Matt's got a good post on why Katrina isn't the sort of expenditure you want to pay for through cuts,, but through deficit spending, and why Bush's fiscal philosophy has really cut off the option.

The genuine issue here is that before the hurricane there was a lage gap between revenues and expenditures. Spending is, right now, about where it's historically been as a share of the economy. Tax revenues, meanwhile, are far lower. The best solution is to restore revenue. But if you want to close that hole on the spending side, you need to do it on an ongoing basis. Playing around with phase-in dates accomplishes nothing. What you could easily cut out of the Medicare bill is the plan to increase subsidies to private insurance companies that agree to cover senior citizens. All the evidence shows that Medicare itself can provide this coverage more cheaply. That would do something to reduce the deficit on a sustainable basis... [But] fundamentally, there either needs to be a tax increase or else a sea-change in attitudes toward defense spending or federal responsibility for retirees. That's where all the money is.

That last line is interesting. Theoretically, given the current state of the budget and the philosophies of the two parties, there should be two relatively unpopular choices being trotted out for voter evaluation. The Democrats should be suggesting a tax hike and the Republicans should be suggesting entitlement cuts. But that's not happening. Out of power and interested in regaining it, Democrats aren't saying much of anything about taxes, even if restoration of the estate tax and a slight hike on the rich might actually prove popular right now. And Republicans, well, Republicans really aren't saying anything about entitlement cuts because the really serious bill is going to come from Medicare, which Bush just massively expanded.

It's not, contra some Cassandras, certain that this country is headed for fiscal wreckage. But a crash would be a hell of a lot less likely if the party in power weren't so allergic to uttering hard truths that the party out of power hasn't a prayer if they broach one. The result is two parties whistling their way past an insane deficit and continuing to promise as if we had a surplus. Recently, whenever I try and wrap my mind around this, I keep orbiting around the same thought: in the myth of Cassandra, the curse was that her dark prophecy was right but nobody listened. In modern times, we invoke her to tar potential prophets whose gloomy predictions leave us uncomfortable. It's fairly eery.

To summarize: America sucks.

I don't say this lightly. It hasn't always been this way, has it? If I was a foriegner, I would laugh at Americans and their problems. All the goddamned money in the world and democracy means we get what we want and what we deserve. I mean "collectively" deserve. Obviously there is a lot of individual injustice in collective just desserts.

Raise taxes on people who can afford it and lower the budget deficit to the point where we can absorb catastrophes into the budget with relative comfort.

Examine why we jail such a large proportion of poor people and see if there are more humane and cost-effective policies that we should pursue instead.

Refrain from waging wars that don't make sense from a cost-benefit, or any other perspective.

Create paths of educational and employment opportunity for those who don't get their act together by age 15.

Approach all demands on the economy and government with a sense of humility that comes from understanding how damned lucky we are to have been born where and when we were.

Some of your ideas seem reasonable, but I wonder which nations you think, based upon this list, are ones that could laugh at America? I also wonder when the golden age was in the past when this list apparently was being fulfilled.

I am only saying, our "problems" are largely our own fault.

If I lived in a poor country I would laugh at the idea the US can't fund its gov't properly.

If I lived in a small, less-militarized country I would laugh at the mess we are in in Iraq.

If I lived in almost any country I would laugh at the money the US spends on healthcare and the return it gets in citizen satisfaction.

In almost any country I would laugh that the US is up in arms over $3.00/gallon gas.

Almost any other country I would have to laugh at the incarceration rate of the US. Is it something in the water?

As to a golden age:

we have had periods with smaller deficits.

we have had economies that could employ people in decent jobs even if they had no HS diploma. Now we don't have those jobs, but we don't manage to provide alternatives to those who screw up as teens.

We didn't always jail such a proportion of our population (I beleive, if wrong, sorry).

Used to be we fought only wars that made sense (conceededly this was 60 odd years ago).

As to humility, it may be that I am hearkening back to a time that never existed. Still worth trying though.

Thank you for your speedy and reasoned response. I find interesting that the first words on your list are "raise taxes." Two questions related to that:
1. Does it at all bother you that the top 50% of US taxpayers pay 95+% of federal income taxes? Perhaps you agree that the rich should pay higher rates than the poor, but should the gap be _that_ large? The way I see it, this leads to a crisis of democracy. This creates a situation where a minority is forced to pay for the demands of the majority. It is hard for me to justify this situation as a just result.
2. In other spheres, many liberals commonly employ identity-type political strategies. For example, when it comes to abortion, the opinions of women should be given greater weight; when it comes to the Iraq war, the opinions of Gold Star mothers should be given greater weight; when it comes to affirmative action, the opinions of minorities should be given greater weight. I wonder why the same strategy is not applicable when it comes to taxes, i.e., the opinions of taxpayers should be given greater weight when it comes to setting tax rates.

Also, you state: "Create paths of educational and employment opportunity for those who don't get their act together by age 15." I agree with you that, in general, we have a state of perpetual adolescence in this country, where kids aren't encouraged to really grow up until well into their 20's. But whose _primary_ responsibility should it be for a person to get his/her act together? The 15-year-old's? Parents? Schools? Role models? Government? Society? Surely all have a role to play, but I worry greatly about the Law of Unintended Consequences in the following two worries:
1. In my view, individuals have primary responsibility for their own lives; and in the case of 15-year-olds, this burden must be shared by their parents. If we insist on a larger governmental role in this relationship, we risk shifting primary responsibility away from the individual and parents and onto the government. And, I think government makes a terrible parent.
2. If those opportunities that government creates for "those who don't get their act together by age 15" are too comfortable, it could inhibit further striving. I am thinking of typical and persistent Democratic proposals such as raising the minimum wage to a "living wage", stronger union protections, etc. If a person can graduate highschool, and get a low-skill, minimum-wage job with which he/she can support him/herself and a family, what economic incentive is there for that person to increase his/her skills and get a better job? This sounds a bit cruel, but I think it is necessary: low-skill, low-wage jobs should be a bit uncomfortable, because it oughtn't be the final destination for anyone.

We have had many periods with higher deficits too, at least when compared to GDP. WWII was a big example of that, although you extol it for being a good war.

As for the economy employing non-HS people decently, there is an up and a downside to that. We have a much higher standard of living now. And of course, we have things that weren't availible for any price in the past.

I agree fully that our jail population is out of hand, mostly from drug prohibition, I expect it is probably more severe than alcohol prohibition was, but certainly there have been many injustices in our history.

Wars that make sense is always a tough one. From a purely economic cost-benefit analysis probably the best wars we ever fought were the Indian Wars, usually not held up as our brightest moment. For nobility of purpose we often hold up the civil war, but economically it was ruinous to both the north and the south.

Even WWII, why undoubtly noble, probably doesn't show totally a 'war that makes sense.' It would have been far better to confront Germany and Japan years earlier. Unfortunately, many on the right were pro-Facist and many on the left perfectly content to let capitalist europe fight it out amoung themselves, at least until Hitler invaded Russia. Most of course were simply isolationist. Certainly the will to fight and win WWII before Pearl Harbor didn't exist, but does this speak well of the wisdom and nobility of Americans then.

Basically, I question greatly that there has been a 'better' time in America. Certainly not the slave holding time of the pre-civil war republic. Not the Indian war period with it's manifold injustices. The great depression wasn't a glorious time. Now was the segregated America didn't begin to fall apart until the 50s. I don't know many who hold up the 60s or the 70s as Americas period of glory.

Chemjeff,

I think people will still strive because they always want more. That is the case for a lot of middle-class whites, correct? They are comfortable, but they still want more. Some people aren't talented enough to get to the top or even the middle third of the job market. Why should it be that they are consigned to discomfort just so we can incentivise the lazy.

Also a non-striver who shows up and works 40 hours and doesn't try to get ahead doesn't offend me too much. Its not like we would be making life lush for true shirkers in that case.

Certainly it makes a lot of sense to place responsibiltiy for individual outcomes onto individuals. Freedom and responsibility are enhanced by this. Still it is hard to put this responsibility on young people (ages 3-14, minimum) who live in "disadvantaged" households. First, we do not ask the same of children in upper-middleclass households. Those kids get all the support they could ask for (by and large). Why should poor kids be the ones who have to own their own problems, especially if their challenges are far greater?

As to parents. I always say we should tell society to better education through new programs, but we should tell parents to better education, not by agitating at city hall, but right in the home. Check homework, subscribe to a newspaper, go to the library with the kids, etc. Waiting for the gov't to do better is no solution for someone with kids right now. THat doesn't mean that society is off the hook, though. While I hope parents are trying their best with what they can do, society can do better also, and society should do better, in my opinion.

I am in the top tax bracket for income. Most people contribute to the fisc, and their opinions should be heard. I beleive that given campaing financing and lobbying, that the top 5% of income earners in this country have a seat at the table of power. As much as I would like to poor-mouth, I can't say that my people aren't getting heard.

you make good points. Ofcourse if America doesn't really have problems then we don't have to worry that we will be laughed at.

My main problem with our education system and economy is that outcomes are often determined by highschool performance and SATs for so many people. Certainly, with family or other rescources, a bad start can be overcome. I have done so and apparently so have others on this board. However, for people from economically disadvantaged backgrounds the trick of getting off the mat at age 20 is very tough. Given all that is determined by one's teen years, this time should be the focus of every outreach program we can afford. Over time I think this will lead to more strivers, not less, and our economy would be healthier for it. Government may be a lousy parent, but it can't be too much worse than some of the parents out there.

I agree that we can, and should strive for better. Despite all of the bad things I highlighted about, one great thing about America is that we have pretty consistantly strived to improve in various ways.

I think that we have, improved, but that doesn't mean we should stop improving.

I see 'golden age' misconceptions from all sides of the political spectrum. I don't believe there was a golden age, and further that believing in such a falseness won't help us solve our issues.

I also think that America while flawed and imperfect is also pretty great. Barak Obama, hardly a political ally of mine, has my great respect and admiration for how he melds our greatness with our need to improve in his speeches. I may disagree with his methods of fixing the problems, but I am honored to share the quest for solutions with him. Other politicians, on both sides, fail to live up to such an ideal.

I would question whether people "always" want more. There is a limit to people's striving. (I'm sure we both know people who turned down promotions because they didn't want the additional headaches.) I don't believe anyone but a very small minority of people is ever _incapable_ of remaining consigned to crappy jobs forever. Talents can be learned, skills can be acquired.

To those people who don't currently have the talents to make it even to the middle third of the job market, I'd say - Where is your motivation? Where is your passion to succeed? Where is your desire to aspire for greatness?

Those who have an abundance of this motivation and passion and desire will find a way to succeed.

Those who simply do not have this motivation and passion and desire, will not succeed. These are the excuse-makers, the professional victims, the slackers who are doomed to work in crappy jobs forever. To some degree others failed them, but to a much larger degree, they have failed themselves. I have very little sympathy for them.

Of course, there are also those who have great motivation and passion, but circumstances beyond their control prevent them from achieving their dreams. They must struggle against external forces to reach their goals. I have great sympathy for these folks. THESE are the folks whom social welfare programs are INTENDED to help.

And then of course there are those folks who are motivated and passionate, but their own poor choices prevent them from achieving their goals. Perhaps they became teenage parents, perhaps they are hooked on drugs. Should social welfare programs help them? This is an open question in our society.

The typical liberal response is to say that resources for social welfare should be increased to such level as to help all of these different types of people, regardless - the slackers, the strugglers, and the poor choosers. I say, people are rational and resources are scarce; people are more apt to make poor choices if the negative consequences for such choices are lessened; slackers are more apt to continue slacking if the comfort level for slacking remains tolerable; and the strugglers are less likely to receive sufficient help if resources are diverted away from them in favor of the slackers and the poor choosers.

To this end, the minimum wage is a terribly blunt instrument of social welfare. It helps all three classes of people indiscriminately, and it imposes those costs on the people most prepared to help - the employers!

And what do we do about the marginal person? (I mean "marginal" in an economic sense.) The person who has SOME talent, SOME motivation, and SOME desire to succeed? We should tip the balance in favor of striving, rather than slacking. High minimum wages do the exact opposite.

I want everyone to reach their fullest potential. I really sincerely do. That is why I don't want a high minimum wage. A high minimum wage makes the comfort zone for low-skill, dead-end jobs larger and larger, and hence the energy needed to leave that comfort zone greater and greater.
