Strategic Redeployment

Over at CAP, Larry Korb and Brian Katulis have released a new plan for withdrawal from Iraq, what they call Strategic Redeployment. The plan itself is well presented, fairly intuitive stuff. During Bush's tenure terror attacks have increased, Iraq has gotten worse, our allies have been bombed, and all the rest. From there, it should be clear that the current strategy isn't working, a new approach is needed. Hence, redeployment rather than withdrawal. Korb's plan is presented as a way to enhance our effectiveness in the War on Terror by changing our troop focus and mission priorities, an approach that strikes me as a smart cooption of Bush's conflation of Iraq with the War on Terror. The redeployment itself would:

• Take 80,000 troops out of Iraq during 2006;

• Demobilize all Guard and Reserve troops so they could focus on Homeland Security;

• Take two active brigades (which means up to 20,000 troops) and use them as reinforcements for Afghanistan and African/Asian counterterrorism operations;

• And put the remaining 14,000 troops in Kuwait and nearby marine bases to strike at terrorist camps in the area and guard against further destabilizing threats to the region.

There's a bit more about communication strategies and reconstruction efforts and better diplomatic initiatives, but that's the nut. What I like about this plan, though, comes in the title. The emphasis on redeployment strikes me as a very savvy resolution to the prime conundrum of those advocating for withdrawal. The American people don't much like losing, retreat, defeat. And withdrawal, while they might agree with it in theory, can easily be spun as one of those nastier heuristics. Redeployment, however, grabs Bush's merging of Iraq and the War on Terror to argue that we need a focus shift, which is exactly the sort of thing you're supposed to do while enmeshed in enduring warfare. That Iraq had made us less safe is an easy case to argue, but when the alternative is a simple return home the discussion gets trickier. When the alternative, as it is here, is a redeployment into formations and positions that'll better protect against terrorism and let us back off from this fruitless war in Iraq, well, Democrats are on stronger ground.

Yeah, that's good. Whatever we end up doing, we'll have to embed our withdrawal talk in a smart tough strategy for accomplishing something. Then we don't look like defeatists or peacenik hippie types.

It is foolish to come up with plans, when you don't have the power to press them toward fruition.

A far more sensible application of wonkish resources would be to tackle the Republican narrative, which keeps people from seeing that the war in Iraq has been lost.

A straightforward review of reconstruction and Iraqi training "progress" combined with an assessment of what that means, would be far more useful.

Bush and his sycophants in the military continue to get away with turning corners and withdrawal next month, next year, "if" the situation warrants. The job of the military and American contractors in Iraq is to create a situation to our liking. Are they doing it? (Answer: no.) The thing is, there is not even any ambiguity about this. It is not as if there is progress, and Democrats would be arguing over whether there has been enough progress. There's no progress; things have gotten steadily worse. Electricity production is down; the number of ready Iraqi troops and police declines. Hello!

The "right" Democratic position is that our chances of success in Iraq are slipping away, and Bush needs to do something now. Democrats should propose plans for bolstering our effort in Iraq -- not withdrawal. Democrats need to convey the message, now, that the Democrats support Bush doing whatever is necessary to win in Iraq, while there's still some slim chance of success.

Republicans want to set up a situation in which the American failure in Iraq can be blamed on Democratic defeatism and opposition politics. Don't people see this!!!!! Don't play to it with meaningless withdrawal plans!

The Democratic message should be: Bush has been failing, but we want him to do better, and we support changing course, now, while there's still a chance for some measure of success. The implication is always that chances for success are slipping away.

Democrats must be thoroughly identified with shrill SUPPORT for success in Iraq, if Democrats are going to be able to withdraw in 2009.

Here's my plan to exit Iraq. We need to unite the Iraqi folks in a single cause. Right now they hate us. But they hate us for different reasons. We need to give them one good solid reason to hate us in a united way. Since most Iraqis worship 'another god' from the one most 'good' Americans do, we have an obvious stress point. So here's the plan. We load every right think'n, fire breath'n, bible thump'n, flag wave'n, Bush support'n, gun tote'n, twit into a fleet of 747's and drop them off in Bagdadh. Then, let them do the lord's work coverting them heathens. Won't work you say? So what. While they spread their terror throughout the country the US military quietly packs up and skips town. The Iraqis have a rally point and focused enemy. Money once earmarked for the GOP is now flowing to buy bibles for Bagdadh. Meanwhile back home due to lack of voice the Fox News Channel goes 24/7 cartoons and corrupt corporate America is planning condo coversions for mosques and schools (home schooling will be encouraged) for new converts. If the Iraqis get their way they will have been drawn together. One nation, victorious. They would have seen the worst side of America and defeted it. We win on that point also.

Here is the 'nut':

"United States troops would immediately and completely redeploy from urban areas, with Iraqi police, troops, and militias, like the Kurdish pesh merga, taking responsibility for security in these areas. This redeployment from urban areas – which has already begun in places like Najaf – will actually decrease the
number of insurgents since many of them are probably motivated by the US occupation. It will also free up the remaining U.S. forces in Iraq to dedicate their efforts in 2007 to high-priority tasks related to our core mission. "

"Immediately and completely redeploy from urban areas". Which in functional terms would make this any different from our pre-war Kuwait/Saudi Arabia based structure exactly how? How and why any Iraqi government would consider alignment with a US military whose only involvement in ground security was in "pinpoint strikes" from safe bases to be a good strategy or even grounds for political survival is beyond me.

Korb and Katulis have simply outlined a "cut and run" strategy that allows pro-war apologists to absolve themselves of supporting a campaign that certain people were calling "clusterfuck" from before it happened. A combination of 'no fly zones' and sanctions were keeping Saddam pretty well contained before March 2003. And while sanctions were in my opinion too heavy handed and resulted in too much breakdown in Iraqi infrastructure and subsequent problems in keeping Iraqi children fed and given adequate medical care and access to clean water, relatively few people were being blown to bits in Iraqi cities.

"high-priority tasks related to our core mission" Which is what exactly? Because if it is bringing democracy to Iraq a total withdrawal from urban areas removes exactly all leverage. And if that mission is reducing Islamic fundamentalist terrorism then Saddam was doing a pretty good job. His methods may or may not have been messier than his counterparts in Kyrghizstan and Saudi Arabia, I mean some dictators prefered meathooks and others prefer boiling dissidents to death, but both were relatively effective in keeping fundamentalists at bay.

"Hence, redeployment rather than withdrawal." Semantics designed to give cover to pro-war apologists who should have known better.

I like the plan. I like the terms. These are the sorts of things that ought to have gotten produced by Democratic strategists before we started talking withdrawal, if only because, like Ezra said, Americans don't like the word "lose." Besides, we did say for a long time now that this war was draining resources from the real fight on terrorism. That message seems to have waned when we realized that this war is not going to end by our decision any time soon.

I have to disagree with Bruce Wilder's sentiments right now. The only time I will agree with these sentiments is when I see the actual plan Bruce/Dems come up for making this situation better and more tenable. Because right now, I don't see that the resources exist to do so, nor do I see that we have enough cred in the region right now to pull it off. So if you could produce that plan, I'm all ears. Until then, I'm with the "Redeployment" group.

This post may be late but not out of context actually.
Well, results of palestinian elections with Hamas having more than 50% of seats in new palestinian parlament provide some sort of food for thought considering democracy in islamic countries and results of american policy in this region. Now we have radical islamic group instead of moderate autocratic government in Palestina. This has direct relation to Korb and Katulis plan. I mean result of this plan will be the same as we have in Palestina now. "Redeployment" flight will result in chaos or governance of radical islamic groups. All know that Iraqi government, army and other institutions are very weak. This redeployment will result either in permant civil war in country between shiites, kurds and shiites or terrorists will take control in country. We passed this scenario in Chechen rebiblic. They were quite moderate at first then they started to discriminate women, bought weapons and killed tens of people on city square according shariah law.
All american efforts, this war on terrorism, havent made world safer in any sense. American mass media doesnt mention this fact but it is clear that current aggresive american policy in region helped to come to power radical islamists.
We are going to get whole region governed by radical islamic freaks instead of quite stable governments with moderate islamic policy - Palestina, Iran....now Korb and Katulis want to provide hotbed for terrorists in Iraq ... what country is next? .. Pakistan with arsenal of nuclear weapons?
