Hair Like That Cannot Lose

For those interested in events beyond our own borders, the Washington Post has an interesting article on Junichiro Koizumi, Japan's Prime Minister, who recently dissolved his own party to eject the hardliners and has embarked on an ambitious -- to say the least -- program of privatizing most everything in Japan, starting with the Postal Service, which, through some mechanism I don't understand, seems to act as the nation's largest bank.
And then he had breakfast.
No, not really. Koizumi doesn't eat breakfast. He's too sweet for breakfast.
In any case, the clash is hurtling towards a vote this weekend, which'll either send Koizumi to the unemployment line or leave him leader of a wholly reworked party. Impressive stuff. In addition, he's been sending "assassin" candidates against his enemies -- female celebrities, corporate raiders, and other attention-getting asskickers. It's political theatre on a pretty grand scale, albeit political theatre that I don't quite understand. So if any of you are following the Japanese elections, I'd love to hear your impressions.

I can't help on the political revolution, but the postal savings system is the backbone of Japan's high rate of savings. Mama-san in the familty takes a significant portion of worker earnings to the local post office and deposits them each payday. Deductions from paychecks are not provided, as I understand.
This is a long-standing ritual, and reforming this program is very controversial. Apparently this results in the government having way to much money to manage, but seniors end up with very considerable sums of money after their working years.
I don't know quite why the PM wants to change this practice which is overwhelming popular with the rural folks and the elderly - of which there are a huge number. Maybe the PM wants this money invested in new businesses instead of being a cash cow for overinvestment (some say) in infrastructure projects - which are also very popular).

Looks like Koizumi's going to win.
Japan's an odd case where a political reform movement didn't completely succeed, but made some mark.
The MExican PRI and the Italian DCI were so corrupt that when they fell, they were decimated. The Mexican PRI has recovered somewhat, but the Italian Christian Democrats are dead.
In Japan, the LDP (Liberal Democrats) were rotten to the core. One leader, Tanada, ran a good chunk of the party from his jail cell when thrown in there on corruption. People were sick of it, and briefly put in an anti-corruption coalition that feel apart soon after getting power. One of those parties, Komeito (I think), is now a partner with the LDP in coalition. Oddly, it seems that people felt that they had taught the LDP --the naturally governing party-- a lesson and restored it to power. There's varying evidence as to whether the LDP cleaned up its act.
Koizumi is the face of the 'clean LDP', someone untainted on his way to the emergence. He didn't do the act of waiting in line as much as other Japanese pols, so got a slight maverick tinge to him. He has a popular celebrity that's tough to imagine in American politics. Granted, there are politicans here who are well-liked rightly or wrongly -- McCain may be the best example. But when Koizumi got to office, teenage girls were buying Koizumi posters for their rooms. He's seen as more culturally attuned (a more modern haircut, love of the Beatles) and has a certain celebrity quantity.
His 'I'm not a withering party boss within a few years of death' act took Japan over. He has a huge amount of personal political capital that let him take out his foreign minister, herself a strong personality. There still isn't much in Japan that has set itself up as a real alternative.
Since Japan's parliamentary system (like Spain's or Canada's) puts a premium on loyalty, it's not unheard of to demand loyalty or else. The idea of taking out wayward members in not at all unheard of in such systems where loyalty to the party can be stronger than personal loyalty, since the inidivudal often has little freedom in their vote. If the US were in such a system, Chaffee and Lieberman would have been cut loose long ago. It's still strange to attack an incumbent from within the party here, but not there.
The LDP is too deep in Japanese society/politics to be taken out easily, like the Mexican PRI. THey have cleaned up their act a bit, but with Koizumi as head, they're an extremely powerful force. I'd see their incipient victory not as caused by the postal reform, but despite it. Very much a sense of 'it's not a good idea, but if it's going to be done, I want Koizumi to do it' over there.

Koizumi is a master of insane publicity stunts. He does the sort of karaoke/dancing/weird stuff with anyone notable, just so Japanese can shake their heads and say "koizumi syushoo wa tyotto hen da kedo, sugoku omoshiroi da na!" He's crazy, but he's interesting.
What Subotai is kind of missing is that the LDP has really been on power in perpetuum in modern Japan, and Koizumi himself is a bit irrelevant as far as the party goes. Switching coalitions and such has been par for the course, so this bid really doesn't surprise me at all. The Komeito association, I might add, was mostly to gain consessions about perks given to members of government (one of their biggest pushes was to restrict the amount of money diet members could spend on parties. That was a funny little fracas).
Now, I did a lot of research on the postal reform proposal during last semester. It's kind of half-baked. Koizumi sort of pulled a bush, yelling about it for months without actually having any sort of plan, and everyone's lukewarm to it. Part of the problem is that The Prime Minister of Funk has claimed that he has a mandate for reform, without really reforming anything. To be fair, the bank of Japan is being a massive pain in the ass, but it's still not all their fault.
In the issue before last of Foreign Policy, I believe there was a letter that said Japan's government was willing to try anything to get out of the recession, not because they thought it would work, but because there's a chance that it just might work.
Either way, the LDP's coalition du jour will still be in charge. That won't be changing for a long, long while.

Granted, it's been a good while since I followed Japanese politics in-depth. But I figured Koizumi's latest move to be an old-fashioned attempt to consolidate the power of his faction within the LDP, particularly against some of the knee-jerk hard-liners of some of the other factions that despise him.
The fact that those other factions are also retrograde hyper-conservative neo-imperalists that are rotten to their corrupt little cores, is just a bonus -- though granted, the bonus that gets touted loudly at election time.
It'd be interesting to see what (if any) sorts of gains the "second" parties in Japanese politics can make during this power-grab by Koizumi. Who knows, maybe one day Japan will no longer be a one-party system, and 'graduate' to becoming a full-fledged, honest-to-goodness two-party system....

I know this is an old thread, but I would like to warn against seeing "Japan is a one-party system" and immediately thinking "backwards and corrupt." Two reasons people think this, the Japanese's reliance on social connection in politics and business, and the relative conservatism of the LDP for most of their tenure, tend to misleading to those who are only seeing the situation in passing.
First of all, political parties in Japan are an entirely different setup than in America. Like I said above, the komeito, a reform party started by the adherents of a buddhist sect, are currently in a coalition with the LDP, whose excesses they gained their popularity by opposing. Aside from the LDP and the (I believe now defunct) socialist party, Japanese parties aren't umrella organizations for a wide-ranging group of people. Many are simply organizations of ideology-like people, grouped together from minor factions.
As a result, the party in power has great ability to tailor a government (when they need it, as they do now... they no longer hold a majority, only a plurality) to whatever the public and their leaders' ideology is at that time. It took a massive scandal (Kanemaru Shin with $550mil of stocks, gems, mostly cash lying around his office when it was raided) to dethrone them, and even then it was only for two terms, because the LDP cleaned itself up, as it did after Minamata and a bunch of other problems that reduced their majority to plurality or a smaller plurality.
So it's grossly inaccurate to simply say that Japanese government is corrupt, unresponsive, or somehow "less quality" than ours, just because its structure is different. Sure, they had Kanemaru and Minamata, but we had Eggs McBenson and Exxon-Valdez. We can't judge other cultures' political systems by simply comparing them to ours and find them lacking because they don't have things we value, because often it's far more complicated than that.
I just hope someone will actually read this :/.
